I'd say he might need ss2 to win this. The issue is that Veggetto wanted to own Buu so badly he accepted absorption was the only way out.

I have no doubt that he was in a different league than Buuhan, but if you look closely at a number of Vegetto's facial expressions as he was physically retaliating against Buu, it does seem like he had to exert some effort.
I actually believe Buuhantenks or whatever you want to call him would be strong enough to bridge the gap that exists between himself and SSJ Vegetto. If cell killed gohan, goku would probably be more guilt ridden and shocked than angry. Goku sent gohan to fight cell because he was sure his son could finish the job and pretty much curb stomp cell into oblivion. Goku was stronger than Cell but he wanted Gohan to defeat him.

They never came close to it, and Buu could take it far beyond. Whose power he couldn't gauge with a form of fusion he couldn't. What Catman did was no different than what Super Buu could do. Neither did Vegetto, and Buu could take him far, far beyond it. He didn't. He's rapidly blowing up planets without trying, the reason he used a 'bigger attack' was because Goku and Vegeta deflected the first and he decided on overkill. Who is trash in comparison to Super who is trash in comparison to Buuhan who is trash in comparison to composite Buu.
